Solar tariffs and regulations in Italy

Scambio sul Posto has closed, Ritiro Dedicato replaced it, and self-consumption now carries the Italian business case. 19 Italian tariffs ship with solarVis, from domestic TD to very high voltage.

Every market, every tariff, built in

Net metering, net billing, credit carry-over, feed-in tariffs and hourly or monthly netting all live in the tariff configurator, alongside time-of-use, tiered and demand charge structures. Tune currency, seasons, export rates and VAT, or build a brand-new tariff structure when a market changes the rules. Pre-built for the US, UK, Germany, Türkiye, South Africa, Italy, Spain, France, Poland and the Netherlands.

Scambio sul Posto is closed to new plants

ARERA resolution 78/2025 limits the scheme to plants in operation by 29 May 2025 whose application arrived by 26 September 2025, and existing contracts run for a maximum of 15 years. Any new quote has to be built on a different mechanism.

02 / 04

Ritiro Dedicato (RID)

New plants sell exported energy to the GSE at either the hourly zonal market price or the guaranteed minimum price, with an annual true-up to whichever is higher. Payments are monthly, and the income is taxable and pre-filled in the tax return from 2026.

03 / 04

F1, F2 and F3 time bands

F1 runs Monday to Friday 08:00 to 19:00, F2 covers Monday to Friday 07:00 to 08:00 and 19:00 to 23:00 plus Saturdays, and F3 covers nights, Sundays and holidays. Matching production to the bands is what turns generation into a saving on the bill.

04 / 04

Three-part bills by voltage and contracted power

Italian bills split into quota fissa, quota potenza and quota energia. Low voltage runs BTA1 to BTA6 by contracted power, medium voltage MTA1 to MTA3, with ALTA and AAT above. Contracted power drives a charge that generation on its own does not reduce.

01Can a new plant still use Scambio sul Posto?+

No. The scheme closed to new entrants under ARERA resolution 78/2025, so a plant commissioned now goes to Ritiro Dedicato instead. Quoting an Italian rooftop on net-metering-style assumptions will overstate the value of every exported kWh.

02What does the GSE pay for exported energy?+

Under Ritiro Dedicato, either the hourly zonal market price or the guaranteed minimum price, reconciled once a year to whichever is higher. The guaranteed minimum applies to plants up to 1 MW on the first tranche of annual production, and the current value should be checked against the GSE publication before it goes in a proposal.

03Which Italian tariffs are preloaded?+

Nineteen, structured by voltage and contracted power: domestic TD for residents and non-residents, BTA1 to BTA6 on low voltage plus public lighting and EV charging, MTA1 to MTA3 on medium voltage, and ALTA, AAT1 and AAT2 above. All values stay editable per project.

04Why does self-consumption matter more under RID?+

Because the gap between the two sides of the meter widened. A domestic customer buys at around 26 cents per kWh and sells exported energy at roughly 10 to 13, so the return now depends on how much of the production the site consumes itself rather than on how much it generates.
